Getting a small commercial pad-mount quoted by a multinational is difficult, and their channel is built around distributors and rep firms rather than direct sale. That is not obstruction, it is just how the channel is arranged.

Federal work needs TAA eligible origin, so confirm the country of manufacture on the specific unit rather than assuming from the brand. Many brands build in several countries.
